Main recommendations Governments are urged to work with civil
society to: a) Provide equitable access to appropriate treatment
and care for people living with HIV/AIDS, especially women
and children, and to palliative care for the terminally ill;b)
Attain self-sufficiency in their healthcare workforces;c)
Ensure that strategies are developed for recruiting, training
and retaining healthcare workers.
